FOUNDER
CEIS was started by Julio César Cruz Jibaja in 1997 when he was obliged to retire from the Medical College of Ohio (MCO) in Toledo, Ohio, after 15 years of service. This retirement took place the first day of July 1998. That is why the history of CEIS is related to the author's biography.
History of 15 Years
There is a curious relationship between a 15 year period and some big events. When I was 15 years old, I left my home town of Sullana (Piura), known as "La Perla del Chira" and moved to Lima, Peru. Fifteen years was the time I worked for Cayetano Heredia Peruvian University (UPCH) in Lima.
In 1961 while I was doing my internship I was also working with a group of physicians doing research work at the Institute of Andean Biology that belong to the National University of San Marcos, Faculty of Medicine. At this time UPCH was created and I started working with the new university as an Instructor.
Finally, I worked for 15 years in the Anesthesia Department at MCO.

Life of CEIS
The question that arises is: How long is CEIS going to last? The answer is not an easy one. First of all I have to recognize that I am getting older (I am 76 years old) and I don't know how much longer I will be around. I am also facing the reality of running against time. That is why I started the job of talking to young doctors and medical students about research and getting them interested in the field. This is the way Dr. Dante Peñaloza (1959)and Dr. Alberto Hurtado Abadía (1963) in Peru and later doctors Hermann Rahn and Leon E. Farhi (1964), in the USA got me interested in science.
Basic medical sciences applied to clinical work
My experience as an anesthesiologist (which is the practice of medicine), coupled to my background in physiology, allowed me to observe that my colleagues did not apply properly the basic knowledge of the basic sciences. This led me to believe, especially as a teacher, now with more than 40 years of experience, that a better knowledge of basic science allows for a better practice of medicine.
Conclusion
In this way the philosophy of CEIS reflects my personal experience. It is my wish that these philosophies will be transmitted to young people and its benefits will be extended to more than the persistent period of 15 years. In fact I hope that it may last many multiples of fifteen.
Along with this synopsis is my curriculum vitae which was submitted, for the Title of Professor, to the Promotional Committee at the Medical College of Ohio in 1996.
